One stop ICT solution for Building Approval, Clearances and Permits

Within the next decade, India is about to witness an unprecedented growth in industrial smart cities, urban infrastructure development and housing projects. To keep up with the demand, there needs to be a sharp reduction in the turnaround time for the construction of buildings. As endorsed by the Department for Promotion of Industry and Industrial Trade (DPIIT), Government of India, development authorities are required to automate building plan scrutiny, issuance of NOCs / permits and completion certificates through a single window portal.

Major Modules of BPAS:

Building Plan Scrutiny

  • Upon possession of land for construction, a registered engineer and architect shall be tagged and then the architects shall upload the CAD drawing plan of the building into the system
  • Building Plan Approval System reads CAD drawing and produces Auto Scrutiny reports in a few minutes, mapping all the Development Control Regulation (DCR) of the Authority to the drawing entities

Automate Fee Calculations

  • If the plan is in accordance with the building by-laws, charges or fees (for fire protection, workers ' welfare, development and construction of the compound wall) are paid and if all required documents are enclosed and in order, the plan will be sanctioned automatically

Tree Cutting Permit

  • In case trees are present in the land on which a construction is to be done, permissions for tree cutting, trimming or transplantation need to be taken before the building plan approval
  • Based on this provisional tree permit, construction can be initiated

Fire NOCs

  • The Fire Department & the Town Planner simultaneously undertake the scrutiny of the application and issues a Provisional No Objection Certificate

Stage Wise Inspection & Notification

  • The approval procedure for Building Plan specified by AutoDCR is highly process-oriented. Department officials, architects, and citizens can see the progress of file movement anytime and from anywhere
  • After plinth level inspection is done, the architect needs to update on the quarterly progress of the project on the system till the construction is completed
  • The system has inbuilt notifications which ensure that all relevant stakeholders are sent updates at each stage

Generation of Digitally Signed Certificates

  • Building Plan Certificate, Commencement Certificate, Area Statement and Layout Approval through the system (notified to the user, architect and structural engineer). The applicant has to submit a commencement date and apply for plinth level completion certificate on the system in time
  • After the building is completed, the architect raises the request for an Occupancy Certificate. The prescribed authority will inspect the building and after ascertaining that the building is as per the sanctioned plan, will issue the certificate. This certificate is called the Occupancy Certificate. Up to five per cent deviations are allowed. If the deviations / violations exceed these thresholds, the authorities will demolish certain sections which have exceeded the sanction plan after notice has been given

Integration with Payment Gateway

  • All required payments for the online approval process is done through online payment gateways integrated in this system
  • Also facilitates online payment method including NEFT/RTGS Challan for the investors to make hassle free payments

GIS Embedded

  • The system is integrated with GIS to collect the necessary building information and calculate the fees payable precisely

Document Vault

  • Centralized Vault for unique & digitized document maintenance
  • e-Property Card that provides complete history of a particular property at one place
