DMF Monitoring System makes information accessible to the public through an intuitive interface where one can ask questions or seek information from concerned departments.

Mining is one of the most resourceful sectors of economic growth of any country or state. While mining escalates the revenue graph, it also affects adversely to the people of the peripheral area. Odisha is considered to be a mining rich state in India as its rich mineral reserves constitute 28% Iron ore, 24% coal, 59% Bauxite and 98% Chromite of India's total deposits.

District Mineral Foundations are statutory bodies in India established by the State Governments by notification. District Mineral Foundation (DMF) is a trust set up as a non-profit body, in those mining districts to ensure the welfare of the affected people.

The purpose of DMF is to work for the interests of people belonging to scheduled tribes and areas largely affected due to mining-related operations. Therefore, it ensures that these areas and affected persons are benefitted by the mineral wealth in their regions and empowered to improve their standard of living. It is with this objective that DMF was launched by the Government. The funds amassed by DMFs are then utilized for the overall development of the area with interventions like education, health, roads and drinking water etc.

To make the entire process of collecting royalty from miners for DMF to use of funds for enhancing living standards of people affected by mining a transparent process, the DMF portal was developed.

This is a worthy example of how technological intervention in mining related operations brings transparency for tracking physical and financial growth of social welfare schemes and projects. The portal was developed to make a single framework for the state with DMF rules. This automates most of the manual processes and makes collection & utilization of mining royalty both scalable & accountable.

This helps the state as well as central governments track welfare schemes, their daily progress and interact with persons/departments involved in this. The DMFs maintain utmost transparency in their functioning and provide periodic reports on various projects and sectors taken up by them, on their website.

Based on facts, one can question or seek information from respective departments. The demands and suggestions from the public after viewing the status of work, provide opportunities for improvement and further them into actionable initiatives. Looking at user outcome in the portal since its deployment in Odisha, Central Government has now proposed to replicate the portal in principle at National Level.

The technology used in government service delivery has brought about a paradigm shift in the way the government connects with the citizens in addressing their concerns and also promote citizen advocacy to increasing government transparency and accountability.
